PURPOSE The purpose of these guidelines is to ensure that all organized activities carried on by club members meets the high standards of the National DOC and conforms to ethical operation with regard to the collection and disbursement of the funds required to carry on those activities. To receive National DOC sanction for an event the organizers shall adhere to these guidelines and all participants must fill out and submit a Waiver Form. The completed forms will be maintained by the event's sponsoring organization. SAFETY The personal safety of participants must be of paramount consideration when organizing an event. All activities should be conducted in such a way that neither the participants nor their vehicles will be placed in undo jeopardy during the event. For events where off road operation of the participant's vehicles is included or anticipated, please refer to the DOC's Off Roading Guidelines. UNACCEPTABLE BEHAVIOR The use of alcoholic beverages, illegal drugs or violating any federal, state, city or local law or ordinance while operating a motor vehicle during participation in an event being held or sponsored by the DOC will not be condoned. Violators will be banned from future events and subject to dismissal from the DOC. NOTICE OF EVENTS Organizers of events shall provide timely information about its location, duration, and any other pertinent information needed by participants to determine their attendance. This information will clearly state whether the National Organization or a Local Chapter is conducting the event, and who is eligible to attend. NON-MEMBER PARTICIPATION Non-Member Durango owners may be invited to attend such events provided a Non-Members fee (equal to the current one-year DOC membership fee) is added to the cost of their registration. This Non-members fee will be used to purchase that participant a one-year trial DOC membership. Where no registration fees are required for club members, this extra Non-Members fee will still apply. ACTIVITIES Event activities should be of sufficient variety to appeal to a wide range of interests and, should sufficient numbers be anticipated to warrant it, some activities specifically geared toward children. REGISTRATION FEES Any registration fee will be limited to only what's anticipated as necessary to cover the expenses of that activity. Should there be a surplus after all such expenses are paid, it is to be applied toward offsetting the expenses of the next event planned by that particular organization. In no case shall these funds be used for other purposes. FUND RAISING The National DOC or local chapters are authorized to raise funds for their own purposes, beyond the cost of an event, by way of raffle ticket sales for prizes or other means. To avoid potential conflicts of interest, DOC Officers, Board Members, the members who organized and ran the event, nor their relatives, are eligible for such prizes. Children under 16 years of age of non-eligible members are eligible for children’s’ prizes. Regardless of an event's source, proceeds from all sales of the DOC Store revert to the National DOC. COLLECTION AND DISBURSEMENT OF FUNDS Chapter Liaisons are solely responsible for and accountable to the National DOC for the receipt, disbursal and handling of their chapter's funds. This includes, but is not limited to, budgeting, accounting, and reporting of such funds in a timely manner. Liaisons have the option to designate an event specific treasurer at their discretion, but accountability for that person’s actions remains solely with the Liaison. A full accounting of all funds collected and disbursed for any event shall be provided to the Treasurer of the National DOC within 10 business days of the conclusion of the event in which the funds are collected.
