A/C Clutch

I'm trying to figure out why the clutch is not cycling like it should. It's staying engaged all the time. I get cold air, but am wondering if it might be a bad bearing. Squeals like a pig on cold start ups, but can't isolate where it's coming from. I've checked the pulley and it spins freely with no resistance. No play in it or grinding. The clutch itself has a good amount of resistance if I turn it, but not sure if that's good or bad. Any ideas/suggestions would be greatly appreciated. Thanks, Matt
