I have the same setup as you, but mines a 2003.
This has bothered me since day one.
There was talk of installing a shut off valve in the water line leading to the heater core but I'm not sure how successful it was.
Aparently even with the heat turned off, the air still passes over the heater core on it's way from outside to the vents.
I'll be watching this thread.
