I would say it is normal for the fan to run as long as the AC is on. When defrost is selected, the AC compressor is turned as well to remove moisture from the windows faster.

I did notice on a new Caravan that the fan did not run all the time when the AC is on. I think the computer monitors AC pressures now and operates the fan only when the high side gets to a specified pressure.
There really is no need for the fan to run while you are on the highway with air moving thru the condensor.
