You don't say whether you here/feel the a/c compressor coming on when you turn on the a/c. This would be an indication of where to look for the problem.
There could be a slow leak in your system that has let the freon out slowly over time(most likely, meaning service to find and repair the leak and recharge system). There could be a problem with the mixer doors not operating properly, letting in too much heat(they can be adjusted). These are just 2 of many other things that could be going on.
You need to have the heater core connected or you will freeze yourself out of the vehicle, as there would be no way to control the temperature in the D other than shutting off the a/c. Also in cse of sudden severe weather change no heat or defroster.
