Mine does it too, it is a 2002. My AC has always been weak and if you try to just get some fresh outside air you get warm air even if it is cool outside. I think it is called a FEATURE for the Durango. I did get the AC worked on about a year ago for a weird noise and they replaced the compressor and filter drier up front but it didn't do much to make it better.
