Can i get rid of 4w part time?

In my ignorance I bought a 1999 4w pt. D. Its just not doing the job I need it to do when trying to drag my boat up the ramp or my drive way. What do I have to do to change it over to full time 4w? Is it even posible? Id hate to have to sell it, I got the right color and its in great shape. Thanks guys!
