you need to find another DOCer in your area with a 4x4 99 with the same ABS system..

and just swap PCMs. As long as you have the same year, engine, drivetrain, and brake system the PCM won't complain about being in the 'wrong' vehicle.

Should you choose to continue working with a dealer, he should swap the PCM and take it out (and not sell it to you) if it doesn't solve the problem. That's why you'd go to a dealer, because they can do that sort of thing. If they are honest. Uh huh.
