Tom is right. The PCM is set up to set a ground to energize solenoids and relays. If by chance a voltage was fed back, the driver is protected by both a diode and an emitter follower type driver. More than likely the driver in the PCM went bad and the solenoid is good.
I have the performance PCM and tow a fair bit, not a lot but have had no problems. The main difference with the performance PCM is the shift points are a little higher RPM when you put your foot in it and the shifts are a little firmer. I just tow with O/D off and don't mash the pedal and no problems.
If you want to dump the dealer on this, I have my original PCM I would let you borrow if you paid the shipping. I believe the 98 and 99 are very similar, I have the rear wheel ABS only with the stock alarm setup.
As for the pump seal in the transmission, it is a pain since the transmission has to be dropped and to drop the transmission, you have to drop the transfer case. I had the same leak that I let go for about 9 months before getting fixed. The leak never got worse and only had to add about 1/4 a quart every month. Just make sure you add the ATF+3 or +4 and not those that claim to be ATF +3 compatable.
