This sound like a bad TPS?

I notice the RPM's surging 200 RPM or so when going 40-70 MPH while just barely stepping on the gas and maintaining speed on flat roads. It happens whether the cruise control is engageg or not, and also whether I have the OD butten engaged to keep it out of OD.

If I'm driving into a strong headwind or driving faster say 80MPH or so and have to continually use more throttle it stays in gear(or torque lockup)

I also seem to notice it more when I hit bumps in the highway at speed.

I have a 2000 4.7 with 64K miles. Do all 2000 Durangos use the same TPS?
