gas guage funky?

when I got my new used D it was registering below E on the guage. I put in 15 gallons and the needle went to just above the 3/4 fill mark, (interesting since it is a 25 gallon tank and 15 gallons should have only filled it to just under 2/3rds). Yesterday it got very low again and I put in 21 gallons. Since then, I have driven 45 miles and the needle is still holding above the F.It seems the guage is calibrated for a 20 gallon tank? Is this typical?
