The old pads will have formed to the imperfections in the old rotors. If you have the rotors cut, then the old pads will not meet them evenly and will actually cause them to be slightly wavy again. It is always best to replace the pads when you have the rotors turned. The aqueeling may also be stopped by applying some brake grease to the back of the pads where they meet the metals fingers that hold them in place.
