Your experience tells me I was right...

I suspected that the bar wasn't painted on the inside, just powder coated on the outside. Knowing that, I think my next one will be painted or treated on the inside. Maybe plug one end, pour some primer into it and plug the opening and move it around enough to be sure it's all coated and pour out the excess. Maybe clean it with paint thinner first, though. Yup, AAC has always been a good source, got my bar and PIAA lights there just after they became our first corp member.
