Off Topic - Computer help please

Everytime I go into the Control Panel and click on any of the icon's i.e. display, I get this error message... "Access to the specified device,path, or,file is denied". This starting happening about about a week ago, any idea's what might be causing this? Also, this is not a network machine where an administrator has placed access restrictions, it is a personal home computer. Any help would be greatly appreciated.
