Getting the codes from a 99 depends on which style odometer it has

The early model year 99 Ds have the same "LCD" style odometer as all 98 Ds and the codes "must" be read with a code reader.

On later model year 99 Ds they switched to a "green LED" style odometer (and possibly a new style PCM) and the 3 on-off key turns will display the error codes "in the odometer display" (note the check engine light does not "blink" the code numbers as in older vehicles.) Some individuals have indicated the odometer must be displaying "trip mileage" in order to see the code numbers but I haven't been able to verify this is actually true since I own a 98 - where you can only get the codes with a reader.
