Unable to program remote

I bought a new remote for my 2000 Durango and attempted to program it
based on the owner's manual. No luck. I have the key on; pressed unlock for 5 seconds; pressed and released the panic button; released
the unlock; and pressed unlock/lock on the new remote (but nothing
happens). I check the batteries in the new remote and they are good.
Any ideas?Bob
