You may be right, Tom, but the DOT spec doesn't reference compatibility. Here's the full FMVSS 116 spec:

Don't know how much mineral oil based brake fluids are used these days, so that might be moot. I DO KNOW that DOT 5 SBBF is NOT compatible with any other brake fluid.
