Brakes lock up. Why?

I'm at my wits end. Our 99 D's brakes have been, um, less than pleasant since we got it, but I can't seem to get them right for very long. The latest: they are REALLY sensitive. It doesn't take much pressure on the pedal at all at low speeds to lock them up! Ease into a parking space slowly, push the pedal a little, and bam! Locked up brakes. I have nearly new pads and shoes, and replaced the rotors less than a year ago. Rears are adjusted right (manually). Anybody know what this could be? It's rather dangerous right now with sleet and freezing rain falling.
