Don't know about mileage, actually don't care ;-) (OK maybe a little).

They will not notice any difference with the Fastman T/B at smog check, BUT the IP will cause you to fail the visual check. Save your stock intake to swap back on before smog check. John at IP has no plans to apply for CARB exemption (I asked before I bought mine).
