ABS, Scan Tools, and $$$

as I posted earlier my pump for the ABS will not shut off without pulling the fuse or disconnecting the harness... I got the service book for the ABS... and it requires using a scan tool to even bleed the ABS system, let alone do any diagnostics on it... am I going to be better off buying this scan tool, or having the dealer do it. how much do these things cost... I am guessing that I can't get one of the cheap code readers because every step in the manual says to reset the codes and try again... are the cheap ones able to do that>? or will I be disconnecting the batery for a half hour every time I complete one step of diagnostics.
