Assuming the 98 and 99 are alike, it's not hard to get the cluster out. Put your steering wheel all the way in the lowest position. Your gear shifter will have to be in the lowest position too. Pull the plastic dash frame off, it's held on by clips and comes off pretty easily. Take out the 4 screws that hold the cluster in. Gently turn the cluster around so that you can get at the back of it. 2 screws hold on the gear selection indicator on the bottom right. Remove the screws and the cluster will come out. It may take a little minipulating, but it will come out. Remember to keep an eye on the speedo and tach needles when reinstalling the cluster. If they move past the center point to the right, you will have to open the cluster and push them back to the stop posts on the left or they wont read correctly.
