Did the original owner have a factory installed alarm?

If the original owner had a factory alarm, it thinks you're trying to steal it. I've had a few friends locally that bought used PCMs and this was why it never worked. If I remember right, the dealer was able "turn off" the alarm feature of that PCM with another flashing of some sort.
