Several have bought used Performance PCM's and have had no troubles. The correct year and motor and it should work.
A brand new PCM will need the VIN programmed in it with a DRB tool. It will run without this being done but you will have the ABS and brake lights on.In your case if it cranks over with the stock PCM and not the used aftermarket PCM I would suspect a bum PCM or wrong year and model PCM. Look at the last thing you changed before it worked right.
