In the old days, the "governor" was a mechanical device on the transmission output shaft that would regulate a certain line pressure in proportion to the road speed. The interaction of this pressure ("governor pressure") and the throttle valve position determines the shift points.

In the 4*RE transmission, the only difference is that the mechanical governor is replaced by a pressure sensor and a solenoid valve controlled by the PCM. The net effect is the same, but the PCM can fudge the governor pressure a bit to move the shift points (the pressure is no longer strictly proportional to road speed).

The error codes you are seeing tell us that the PCM is having a hard time setting the governor pressure. My recollection of conversations here is that tne most likely cause is the pressure sensor, but they can be caused by several other things (valve body leak, bad solenoid valve, dirt, low fluid, aerated fluid, etc etc).
