Noise only when it rains

When I am driving down the freeway, I my 99 D hums loudly, but it only does this when it is raining hard. This wouldn't be such a problem if I didn't live in Oregon where it always rains. If the ground is dry there are no problems, if the ground is wet there are no problems -- it has to be raining hard.

Another noise issue -- when I am driving wet/dry/raining when I turn slightly to the right, the D squaks slightly on the driver's side (this noise appears to be comming from the inside.
