The TV cable, also called throttle valve cable goes to the transmission valve body. Shift speeds are controlled by the governor in the tranny, which sends oil pressure to the valve body, about 1 pound of pressure per mile an hour. The TV valve in the valve body increases pressure on the other side of the shift valves, as you increase speed the governor pressure increases to overcome the throttle valve pressure, at which point the transmission shifts gears.
That's why, when you get on it at a traffic light, the shift speed increases, and the shift is not as smooth as it is in normal driving,
