Need Help. My D is hitting fuel cut-off in 1st gear before going to 2nd

Have the following:

2000 Durango R/T
K&N FIPK
JET Performance Module
Synthetic engine oil, front and rear diff fluid also synthetic.

I began having this problem before the Jet module. If I have the accelerator at full throtle, the engine bounces off the rev limiter and will not shift into 2nd. I have to let off the gas in order for it to shift, or I will sit there and bounce of the rev limiter all day. It will not do this in any other gears, only first to second. Any assistance in this matter would be greatly appreciated.
