I know exactly what it is. It took me forever, but as I noted in a lower post, the bug shield portion that screws to the grill only has four screws in it. This is BAD design, as it allow the bug shield to flex in the wind, causing the noise, and in my case eventually cracking the plastic grill. I fixed this by drilling four more holes and putting four more screws in. I have not heard the noise after that, and it stopped the cracking. I encourage everybody to check thier grills if they have the mopar 3 piece rock guard/bug shield.
