Will Shackles or Add-A-Leaf allow Bigger Tires on 17" R/T?

It appears they do for 15" wheels, but can I get bigger tires (for off-roading) on my 2001 R/T with 17" rims?
I've heard that both the shackle or add-a-leaf will lift the rear by 2" and the front can then be lifted 2" via the Torsion Bars but I don't want to try it unless I know I can then get some bigger wheels on. Has anyone done this on 17" rims?Also, which is prefered? Shackles, or Add-A-Leaf? I would like more cleaance and stiffer suspension (over those bumps!)
Oh, and should I also put new (different size?) shocks on with either of those modifications?
