I really think that's the way it is supposed to be... I think it is only as high as 650 for part of the break-in period, to keep the cam oiled up, etc. I don't know anyone that has a 2001 4.7 that idles higher than 550 after 4500 miles...It doesn't bother me because it's actually a little quieter and smoother down at 500...
