Motor RPM Jumping up and down when driving what can it be???????

Hi all.

We have owned our D for 17 months now. Its a 98 with a 5.9, part time 4x4, with a 3.92 rear end. The RMP start jumping around a month after we got the D. We took it to the dealer a few times and each time they say something like it rotor lock up or something. But now it is happening a great deal more, before it was every now and then but now its jumping 6 or 7 times in a row. The rmp jumps up around 500-700 above where the motor is running. Anyone got any ideas? Thanks Bob
