New brakes and problems.

I installed new rotors and brakes about a month ago. Yesterday I noticed a smell like I was riding on my brakes. I looked at the brakes and saw that the outboard pads were still touching the rotors. It seems that the outboard pads stay on the rotor and the inboard pads do the actual brakeing. The out board pads are only wearing on one edge and not evenly across the pad. Has anyone had this problem? What could be causing this?
