Probably broken switch. I bought a new one from the dealer, I think it was $50. You can take your current switch apart, and see if you can find some way for the copper washer-like thingy to stay on the plastic rod, thus making contact with the board, creating a closed circuit, when the switch is pulled back(foglights on in other words).
