2 Problems with "D"..Need help.

Recently purchased a 2000 SLT+ 4.7 4x4 Durango. Have two questions.
1. AC does not seem to be cooling that well. I heard that several people had the dealer replace the H valves under a TSB. Is there a TSB for 2000 AC. Not sure if it is just me but it seems like it lacks something...not cool enough at full max AC.
2. Rattle in front dash(passanger side). Seems like it is coming inside dash or something in glovebox but I have taken everything out and it is still there? Someone posted that it was sunglasses in the overhead console but I don't have anything in the overhead console.

Any help?
