I had to drill my '98. It took a bit of time. Six holes on each side. I just took my time and made sure that I had everything lined-up and that I didn't lose any of the u-bolts into the box frame. It took me an afternoon (maybe 4 hours), but I really was not hurrying. The most difficult part was drilling the upper holes due to the body hanging low enough to be in the way (had to drill at an angle - started with a small bit and just kept using a larger ones).Your '99 should be easy. If my frame had been drilled, the install would have taken about half an hour total. Jim C.
