Under the hood Question (semi-long)

Okay all you gear-heads. I was poking around under the hood yesterday looking for anything else screwed up after my recent service visits (see earlier post). I found an assembly that appears to normally be mounted on the upper portion of the firewall just to the driver's side of the engine. It's a plastic assembly with an electrical connector, a couple of rubber hoses, and a coupler with a green label referring to evap connector (or some such, don't have it in front of me now). The mount for this assembly looks something like this (looking from the front of the D, facing the back):

The boxes above are hollow. There is a rubber plug that fits into each of them with a slit through the middle for the metal strip.

I found this assembly with the rubber plug crammed onto a screw sticking out the firewall. I saw the other rubber plug on it's metal strip (firewall mounted) and figured it was supposed to mount there. For all you guys with service manuals, what does this assembly do? Could it cause my cruise control not to work? The cruise light comes on when I hit the on switch, but I can't get the CC to engage with the set button.

This would be much better with photos, but I don't have a digital camera (yet)!
