factory horsepower ratings

i have a question about the fact hp ratings. on the 24th bobc posted his dynojet ratings with his supercharger with 6 lbs boost. it only gave him 256.1 hp? my question is does Dodge rate thier engines on a engine dyno stand instead of rear wheel horsepower? how much hp does the supercharger really add? thanks for your help i'm kinda new with this thing.
