How about using a set of GTS "clear" headlight covers?

They're made of a pretty heavy gauge plastic, already match the size and curvature of the OEM headlight unit's openning, and would be way cheaper than having something special made up. Then you'd just need to rig up some way to attach them to the body using the upper and lower tabs that are meant to hold them onto the OEM headlight unit (maybe some sort of clips).
