Several key points you mention.
1. This issue is not a political issue, and President Clinton is way off base with mention of legislation that would have absolutely no effect in a matter like this.
2. The issue is a social and societal one. Somewhere, the parents of the 6 year old shooter did not learn parenting skills. Mentions of a playground argument between the boy and girl were made on local news programs. Conflict resolution is something parents should teach their children at an early age---not REVENGE via a cowardly handgun shot from a distance.
3. Weapons can be defensive or offensive. Most handgun related deaths of juveniles tend to be accidental or offensive. Either way, parents should be held responsible for the actions of their children.
