Aussie.. I know how to brake (if ABS worked.. why were rear's locked?)..

Let see.. I was going about 15 mph!
And it took me about 100 feet of no braking
power until I realized I was not going to stop..

So OBVIOUSLY I was not going to fast!!!
and ABS did not do its JOB!!!

Rear ABS is only to stop the rear end from swapping places with the front end.

Obviously you were going too fast to stop - the rear ABS did it's job!!!
