They insert a little chip about the size of a grain of rice that tells the dog/cat's address and phone number, who it's 'owners' are, its name, alergies, medical stuff, etc. They do this to dogs/cats that get lost frequently, that way when they are picked up they know who to contact and if they are hurt they know what not to do in an emergancy.
