that 4,400(4,600 on 98 D) pounds is the total weight--not counting the driver. Count all passengers, weight of accessories (grille guard and winch), and luggage. What is left over is what you can tow.
Example. 3 passengers at 200LB each(600LBS), 1 - Grill guard and winch 170 LBS. 2- kids 80 pounds. and 150LBS of luggage would total 1000 LBS. 4400LBS -1000 leaves 3400LBS (3600 LBS on 98 D) for towing.
(My understaing is a "safe way" to go--as others can tell you how to tow more than what is listed ... if you know how to tow, and want to take the chance)
