where "minimal" application of the trailer brakes helps to stop the tail from wagging the dog are:
When the D is pulling, everything stays in line except in high crosswinds or the frontal wave of a passing semi. hits just ahead of the trailer wheels causing the D and trailer to pivot on the pivot point. Minimal, momemtary, brake application will keep everything lined up and your BP down.
Going downhill, the heavier trailer will push the D down the hill, resulting in sway and control dificulties. Again, minimal application of T brakes will keep everything in line.
Properly set, the trailer brakes should "lead" slightly, to keep the trailer from pushing.
