I've only done the 'splash guards' (when I told my girlfriend that I Was getting mudflaps, she wanted to make sure that they weren't the naked woman ones). Anyway, the back ones are the easiest. What I did was to cut the end off the plastic molly bolts from behind the bumper. Then the plastic mollys popped off allowing for the larger screws to go in fine. then drilled the smaller hole below those, and I drilled the larger hole from behind the bumper as well. Didn't have to take the tire off!! Just make sure that you don't drill too hard and hit your tire :) The front ones were a little more of a pain. The instructions said to use a 3/16 drill bit (I think..) I had to use a bit two sizes larger so that I could even start to get the screws in!! The lager bit didn't make the final assembly loose at all, so I guess the instructions were a little off. But I would check on a peice of wood first before those holes go in the fender. Took me about two hours (don't laugh), but look great now! Could have done it faster if I knew about cutting the back of the mollys off and the larger bits. Good luck!
