You shouldn't have any accidents with an orbital buffer. (Be careful around the wipers)
Any average low speed orbital buffer will do the job. You can get a decent one for about $50.
A rotary proffesional buffer is much more dangerous. Paint can be removed from edges very quickly. Also, swirls and burns are more common.
Wax or polish can be applied by buffer, but I prefer to apply by hand and use the buffer for removal. I haven't felt the need to use a buffer on my D yet.
